Fuel regulator question

Hey everyone got a question. I have a 1968 383 w/slight cam. Running with an Edelbrock 450. I just put a Temsone fuel regulator it goes up to 5 1/2. So I started at 2 and worked my way up to 5 1/2 and still won’t idle. What
am I doing wrong.
