Correct Timing

The initial timing on my 318 is around 10-12 degrees from what I remember. And I believe total is around 36. The car runs fine with no pinging. I was talking with a friend today and he said the car would probably perform better with the initial timing being at 5 degrees instead. Then take the RPM's to around 3,500 and set the total to 36. It's a mild 318 with a 340 cam, edelbrock intake and carb. Can the timing on this thing be adjusted for better performance? What is everyones take on this? I was always thinking this motor had more in it being I can't break into the 15's.
