What makes it a “smog motor”

Shoot - I wrote a whole introduction post and story. I guess I took too long and it signed me out. I'll save it for another time then.

Quick summary.

Original owner of an 86 D350 with the factory 360 in it, 727 auto, 4.10 diff. This truck has never felt "effortless" with power, the way some of the similar vintage chevy's with their 350s (although these were half ton variants, and I think one might have been TBI)...I'm not talking about drag racing speed, but that smooth rush of acceleration that you notice driving around town. My truck struggles to break the rear tires loose unless there's gravel already on the road. But anyway, from what I read this engine is a smog engine and was (per the book) putting out somewhere around 185 peak HP. So maybe this is expected? I feel like it should have a little more GO. Granted it is torquey, but it feels kinda slow - even with the gearing combination it has.

From what I read you can breathe on these motors a bit and get like 300 HP easy, with a good flat torque curve. So I already have a factory dual plane intake on it, factory q-jet. It had smog pumps which were removed and the holes capped off without any noticeable change.
Lately it started burning a bit of oil (although it still ran smoothly), I went ahead and pulled the motor out and have it apart on a stand. Aside from new rings, a good hone and having the heads gone through (since I have to do it anyway) - where can I pickup some good low end power - say upto 4500 RPM to make this feel like a lively engine? What else makes this a "smog" motor? It isn't like some lame 2BBL carb version. I did see dished pistons but what else should I check?
