tuneing

Hello, new to the group. Hoping to get info on initial tune for 360 engine. Am building old school gasser type 51 Plymouth wagon. Recently purchased 1976 360 engine for the car. Has been recently rebuilt, and mother thumper cam, lifters, rod, mains, pump, timing set rings, and valve job finished. Started it and broke in cam, but lots of issues with idle, timing, etc. This engine is stock, other than the cam. Has stock compression, and 2 barrel carb. What is initial timing, and air screw settings to get it to run long enough to tune? Should vac. or mechanical advance be locked out? any help will be appreciated. thanks.
