i know the title sounds weird but i need help- with my windsheild wipers i turn them on and ounce in a while it will act like it has shut off and stick then they start again and repeated is it the motor? how hard is a new 1 to put in? please help

I have a dash harness that was pulled from a ’73 Dart Sport 340 manual 3spd on the floor, non A/C car. The harness is in nice shape and has never been cut or spliced. This may fit other years or models. I’m not sure. The car was parked many years ago and has been parted out. I’m asking $75 plus shipping. This question is probably more for the New Yorkers out there but any help would be great.
