1988 Dodge D100 EFI Smog Help Please

The truck I have is a 1988 D100 318 2wd SWB. I bought this truck not running or driving and to be honest I am not very familiar with this EFI set up this truck has. I have always been a carb guy but fuel injection, cruise control, and AC appeals to me as this truck is just a cruiser. When I got it the truck would run with gas down the intake but the fuel pump wouldn't work. Long story short it was the HALL sensor in the distributor. Now that I have replaced that the truck does start and run every time. But now I have to figure out some other problems. The exhaust is very rotten to the point the 02 sensor is just dangling and I want to put a set of headers and dual exhaust on it. The SMOG pump is locked up with no belt going to it for what I assume for a long time. I bought a new O2 sensor and was going to install the headers and weld a bung in the back of the header. My question is if I delete the smog pump and put on the headers will this mess my EFI up? It seems to be running very rich at the moment which makes sense since the 02 sensor is pretty much just dangling. What all can I delete to make this truck run better? Any other things I should do to the EFI to make sure it is running correctly. As of now the only code I have is the 02 sensor. I have heard of people deleting the EGR valve as well. Before anyone asks I am in Iowa so their is no emissions testing. I was told to check the injectors as well and make sure they are pulsing correctly so I will do that too.
