1968 Chrysler Newport Custom Starting problem

Just purchased this Newport. It runs and drives just needs new wheel cylinders and shoes and body work as there is some rust. Most of the rust is in the trunk on the passenger side and I will have to get trunk extenders. Same with the driverside floor. The underneath is solid and undercoated. The tortion bars have no rust or rot anywhere in sight. The problem I am having is starting the car with the key, it turns over if you hot start it. The voltage regulator would buzz when I tried jumping it the first time so I replaced that no luck. I ordered the neutral safety switch being I figured that was the problem. Anyone else have this problem please let me know any suggestions you may have or if you know the fix for this. I only have had the car for 3 days but I want the car to be able to be on the road.
