Dillinger tie rod conversion

I have couple of questions and am wondering if anyone can give me any help.

1) Is the ultimate goal on these to have it when these are installed that it is as parrallel to the ground as possible or doesn’t it matter? If that is the goal then I’m assuming that you would want spacers and would want to space off the lower ball joint side unless this is already factored into the design.

2) One side has a tapered fitting on it. I’m assuming that this goes on the lower ball joint end but I…
