No spark???

I was going to post this in "general repair" but it's not there anymore??? Anyhow, I was taking my Gran Fury out of winter storage this weekend. After checking all the fluids etc.... pre-oiling with a drill motor, cleaned plugs and put a couple shots of 10W in the plug holes and cranking for about 30 seconds. I put the plugs back in and tried to start it, cranks good but wouldn't fire. Pulled #1 plug, NO spark!.So I checked all the obvious things, wires ,cap, rotor. The carbon button in the cap was ground down to nothing, seems the %$#^##@ chinese made (BORG/WARNER/BMG)rotor wasn't seating well enough/sat too high and chewed it up. replaced the cap and rotor thinking that was obviously the problem,no dice, checked around and discovered one of the wires to the ballast was pulled lose from the connector ,fixed that,no dice. So I checked the voltage at the ballast resistor, I am only getting 9.36 volts at the ballast(battery voltage is 12.42@battery) I am probably missing something realy simple??? Coil is new last year/maybe 5 hours running time on it. Checked the connection at ECU/good, ground to fender is good. I have a good fluke multi meter and am not afraid to use it does anyone have a systematic approuch to trouble shoot this as I don't want to keep cranking the piss out of this thing. Any ideas are greatly appreciated!!!!!! Happy Spring everyone!!!
