Need help with pure stock engine combo

Hi All, I am building a 83 shortbed dirt track truck for our local (Amarillo, TX) Cyclone class, which is similar to pure stocks in other parts of the U.S.
Nobody at our tracks here run Mopars in any class. To boot, I am not small block Mopar familiar. I do know the following...
No Rhodes type lifters,NO Mopar w-2 heads...and the chebby guys cant run vortec heads, so they would cry about a Mopar runnin magnum heads.
The do have a vaccuum rule.
No roller cams
I have the cam figured out, to max lift and duration specs.
max displacement of 377ci.
we can run race gas, no alchohol. I want compression around 11 or 12:1.

So, I need to know what heads to look for, along with what cast iorn intake should I look for. we cant run a 4bbl carb, but it can be a 4bbl intake..of course no porting of heads or intake, even to unshroud valves when bigger ones have been put in. I kinda feel like I may be able to "get away with murder" because the tech guys cant spell Mopar, much less know what they are looking at!!!
Oh, also what is a strong 3 speed manual trans to look for?
