Have some questions about Lorrie Van Haul – 1967 Dodge P200 Postal Van.

Hey All,
Have a question about Lorrie Van Haul's Warranty Plate: Lorrie is a 1967 Dodge P200 Postal Van. In the upper left hand corner of the Warranty Plate is the Serial Number. The third digit is a "6", which says that Lorrie has six cylinders. The fourth Digit is a "1" which says that Lorrie was assembled at the Warren Truck Assembly Plant. BUT, the first two digits are "28". Have found a number of VIN Decoders, but none of them list a 28. They all jump from 25 to 29 with no 26, 27, or 28 listed.

QUESTION: What does the 28 in Lorries Serial Number mean?

Have another question about Lorrie's Rear Axle. The Warranty Plate says that the Rear Axle is a "39", and that the Rear Axle Model is an "RA36"

QUESTION: What is a "39", and what is an RA36.

Have found a number of references to RA36 having an 8.75" diameter Ring Gear, but nothing about ratio.

Any information on these two questions would be very much appreciated.
