Dual Edelbrock 500cfm carb tuning

Hey guys I posted a while back I was having problems getting my car to idle turned out just needed to rebuild my carbs which I did. Running a lot better. I’m trying to dial in my carbs with a vacuum gauge and am a little confused maybe you guys can help.
I’ll give you everything I know about the motor which is it’s a 1967 440 with 915 heads on it intake valves are 2.14intake and 1.810exhaust has roller flat tappet cam not sure the size and I know it helps in tuning it trying to figure out how to get the specs Mallory distributor and coil and dual Edelbrock 500 carbs on Edelbrock manifold.
The problem I’m having is when tuning the carbs from everything I looked at you have to do them the same as in if you change one then you must change the other. So when I have the vacuum gauge hooked up it read like 13 of vacuum if I Richen up the mixture it will go higher and idle will increase so then I’ll back the idle down and continue. This is where I’m getting confused the idle gets smoother and seems to idle much better but when I driving it feels down on power and also smells a bit rich on the exhaust. Any input would be greatly appreciated sorry for the very long post but wanted to give all info. Also before I started tuning carbs where at Edelbrock specs.
