Are these lights supposed to be “on” when the headlights are “on” or when the marker lights? Or both?

1968 Imperial Crown Coupe…
Heater motor/blower will not turn on.
I took a test light to the fuse panel, and it’s not getting anything @ the fuse.
Also do not have any dash lights either. Could this be the same issue?
