I am having an issue that the gas gauge heads to max full once the ignition key is turned on. When the key is off the gauge goes back to empty. The gas tank is half full. Hmm?

Hello, I am in the process of fixing up my 1972 Chrysler New Yorker gauge cluster and I found a wire that was not attached to anything. It’s a boot type connection that would sit on a terminal. The wire is blue which I am holding in the picture attached. It’s joined to a 4 pin connector that connects to the Guage gauge. My gas gauge was not working prior to my cluster removal.
