Can’t Get Engine to Fire

My 74 Dart currently has a 225 cu inch with a Holley 1920 carb in it. I am having no luck getting it to start. I have a 73 factory service manual and I have spent weeks studying wiring diagrams. I am not a mechanic. The car has been freshly painted.

All the following items are new - Electronic Control Unit, 4 Pin Ballast Resistor, Alternator, Coil, Spark Plugs, Distributor Cap, Fuel Pump, Carb recently rebuilt with a Walker kit and new float, Fuel Tank, Sending Unit, and battery. The cylinder head was rebuilt and I replaced one bad rocker.

Not new - Distributor, coil/spark plug wires, starter relay, original starter.

Car has been in covered storage and last ran in 1990. It cranks fine, yet will not start. I see fuel squirting down the carb. I have a multimeter and a test light. The valve cover is currently off the head and I have set the valves (cold) to factory specs. The fan blade is not attached so therefore the fan belt is not attached to the alternator. It has a bolt in the dampener which I used to rotate the crankshaft to verify I am at TDC and also to verify the distributor rotor is pointing to the #1 tower. (Remember slant sixes did not come with a bolt in the dampener and if I reinstall the fan blade the bolt hits the blade.)

Question #1 - The car is at TDC on the compression stroke. Could it be the car won't crank because I do not have the fan blade and fan belt hooked up to the alternator?

Question #2 - I have 12.5 volts at the battery and no spark at the coil or spark plugs. I have grounded my ECU and voltage regulator.

Your help tracking down my problem is very much needed.
